For most of modern history, classrooms looked the same: four walls, rows of desks, a teacher at the front. But starting in the mid-20th century, educators began questioning whether that rigid box was really the best place for children to learn. The result was the open-plan classroom – a design that tears down walls (literally) and replaces them with large, flexible, shared learning spaces. It’s a concept that has gone in and out of fashion over the past six decades, and it continues to spark debate among teachers, psychologists, and school designers. So what exactly makes open-plan classrooms appealing, and what problems do they create?

What is an open-plan classroom?

An open-plan classroom is an educational space where traditional walled rooms are replaced by large, undivided instructional areas. Instead of each class group being separated by permanent walls, multiple groups of students – sometimes with multiple teachers – share a single physical space. Furniture is typically movable, learning activity centers replace fixed rows of desks, and students are encouraged to move between areas depending on the task at hand. The core idea is to shift away from teacher-fronted, lecture-based instruction toward a more student-centered, flexible learning environment that supports collaboration, independent exploration, and varied teaching methods.

A brief history of open-plan classrooms

The open-plan classroom concept didn’t appear out of nowhere. Its roots trace back to post-World War II Britain, where wartime disruption forced teachers to work in informal, non-school settings with large open spaces, pushing them to develop new modes of instruction. This experience planted the seeds of what became known as “informal education” in British primary schools. By the 1960s, progressive education reforms – influenced heavily by England’s landmark 1966 Plowden Report on primary education – pushed school design toward flexibility, connectivity, and child-centered learning.

The movement crossed the Atlantic and gained significant popularity in North America during the late 1960s and 1970s. During this period, almost every major school district in the United States had at least some open-plan schools. However, the enthusiasm was short-lived. By the 1980s, the political and educational climate shifted back toward structure and traditional values. Many open-plan schools were retrofitted with walls or converted to conventional enclosed designs due to persistent noise and distraction problems.

In the 21st century, open-plan classrooms have made a comeback – particularly in Australia, New Zealand, Southeast Asia, and parts of Europe – often rebranded as “modern learning environments” or “innovative learning environments.” But once again, concerns about their effectiveness are leading some regions to reconsider. New South Wales, for example, has already decided to stop constructing new open-plan classrooms that cannot be converted to enclosed spaces.

The benefits of open-plan classrooms

Encouraging collaboration and social interaction

The most commonly cited advantage of open-plan classrooms is that they promote collaboration among students. Without physical walls separating groups, students can more easily work together, share ideas, and communicate across activities. Group projects and peer-to-peer learning happen naturally in this kind of environment. The EDUCAUSE guide on learning environments notes that as classrooms shift from information delivery to active collaboration, physical spaces need to become flexible meeting places rather than fixed lecture halls. Open-plan designs align well with this shift.

For subjects that depend heavily on group work – such as science, social studies, or design – the openness allows students to divide into teams, regroup, and discuss findings without the logistical friction of moving between separate rooms. Teachers can also move between groups more fluidly, offering individualized attention without disrupting the flow of the class.

Flexibility and adaptability

Open-plan classrooms are inherently flexible. Movable furniture – desks, chairs, partitions – allows teachers and students to rearrange the space to suit different activities. A space that hosts a large group discussion in the morning can transform into individual work stations by the afternoon. This adaptability is a significant advantage over traditional classrooms, where fixed seating and rigid layouts limit what kinds of activities are practical.

Research on classroom design supports the value of flexibility. A comprehensive review by Edutopia, drawing on work by University of Salford researchers, found that flexibility and student ownership of the learning space contributed to measurable improvements in academic progress. Flexible classrooms support multiple modes of learning – lectures, workshops, quiet reading, hands-on projects – all within the same physical area.

Greater access to resources

In a traditional classroom, educational resources – books, technology, art materials – are typically confined to one room and controlled by one teacher. Open-plan designs change this dynamic. Students can move freely to access a range of resources: a reading corner, a technology station, a science materials area. This setup encourages independent learning, as students don’t need to wait for permission or physically leave their classroom to find what they need.

Open-plan classrooms also tend to integrate technology more readily, with dedicated spaces for digital learning that all students can access throughout the day.

Building community and reducing isolation

The absence of walls creates a more communal atmosphere. Teachers and students interact more openly throughout the day, and students work with a wider range of peers than they would in a traditional single-class setup. This exposure to diverse perspectives and working styles can help build social skills and prepare students for real-world environments where collaboration with different people is essential.

The visibility of the open space can also reduce bullying and disengagement. When multiple teachers share a space and can observe student interactions more broadly, it becomes harder for negative behavior to go unnoticed.

The challenges of open-plan classrooms

Noise: the biggest problem

If there’s one issue that has plagued open-plan classrooms since the 1960s, it’s noise. Without walls to block sound, the noise from multiple groups of students – talking, moving, working on different activities – creates a persistent background hum that can be extremely disruptive. A comprehensive review published in the journal Noise and Health found that intrusive noise from adjacent class groups is a major problem in open-plan classrooms, reducing speech intelligibility and causing distraction and dissatisfaction for both students and teachers.

The problem is particularly serious for younger children. A landmark 2023 study published in npj Science of Learning compared reading development in open-plan versus enclosed classrooms among 7- to 10-year-olds, keeping all other conditions – teaching staff, class groups, and curriculum – constant. The results were striking: reading fluency gains were significantly greater in enclosed classrooms. During terms with enclosed settings, students improved by an average of 14 words per minute, compared to just 7.2 words per minute during open-plan phases. The children most negatively affected were those with weaker speech perception in noise and poorer attention skills.

This finding underscores a critical concern. Children under 10 are still developing their auditory processing abilities and don’t yet have the language skills to fill in gaps when they only hear part of what’s said. Placing them in noisy, acoustically challenging environments can put their academic progress at risk.

Lack of privacy

Privacy is another significant concern. In a traditional classroom, students have a defined personal space and a relatively contained social environment. In open-plan designs, that sense of personal territory diminishes. Research on classroom environments by Ahrentzen and Evans (1984) found that students who wanted to be alone preferred secluded study areas and corners – features that open-plan classrooms often lack.

The loss of privacy affects both students and teachers. Students who need quiet, solitary time to concentrate or process emotions may struggle in an environment where they are constantly visible and audible to dozens of other people. Teachers, meanwhile, find it harder to have private conversations with students about sensitive topics like academic struggles or behavioral issues.

Classroom management becomes harder

Managing behavior in an open-plan classroom is inherently more complex. Without physical separation, teachers must be more vigilant and proactive about maintaining focus and discipline. The traditional tools of classroom management – seating arrangements, spatial boundaries, controlled sightlines – are much harder to implement when the space is fluid and shared.

Teachers often report needing to raise their voices significantly just to be heard over the ambient noise. Research on open-plan design studios found that over a third of teachers agreed they needed to raise their voice considerably to ensure students could hear them. Over half reported that background noise from other groups interfered with teaching. This not only affects instructional quality but can also lead to vocal fatigue and strain for teachers over time.

Not all students thrive in open environments

A key insight from the research is that open-plan classrooms don’t affect all students equally. Students with strong self-management skills and those who thrive in collaborative, social settings may do well. But children with attention difficulties, auditory processing challenges, or introverted temperaments may find the constant stimulation overwhelming.

The 2023 npj Science of Learning study found no relationship between non-verbal IQ or working memory and how students performed across classroom conditions. Instead, the critical factors were speech perception in noise and attention skills. This means the students most disadvantaged by open-plan environments are those who are already educationally vulnerable – a finding with serious equity implications.

The environmental psychology perspective

Environmental psychology offers a useful framework for understanding why open-plan classrooms produce such mixed results. The field studies how physical environments influence human behavior, cognition, and well-being – and the classroom is one of the most studied environments in this discipline.

A foundational review by Carol Weinstein (1979) examined how variables like classroom design, noise, density, and privacy affect student outcomes. The research consistently shows that noise is not just a comfort issue – it’s a cognitive one. Background noise competes with the teacher’s voice for attentional resources, and in children whose auditory and attentional systems are still developing, this competition can significantly impair learning.

Rivlin and Weinstein’s work framed schools as serving three simultaneous functions: places for learning, places for socialization, and places for psychological development. Open-plan classrooms may serve the socialization function well – promoting interaction, teamwork, and community. But they can undermine the learning function through noise distraction, and the psychological development function through loss of privacy and personal space.

The density and stimulation problem

Environmental psychologists also study density – both spatial (room size) and social (number of occupants). Open-plan classrooms tend to increase social density by placing more students in shared spaces. Research suggests that higher social density can increase stress and reduce focus, particularly in tasks that require sustained concentration. This is especially relevant for younger children, who are more sensitive to environmental distractions than older students or adults.

Finding the middle ground: semi-open and modified designs

Given the clear trade-offs, many educators and designers are now looking for a middle path between fully open and fully enclosed classrooms. Semi-open designs – which use partial partitions, movable walls, and designated quiet zones – attempt to preserve the collaborative advantages of open spaces while mitigating the worst noise and privacy problems.

The Noise and Health review recommends several practical measures: installing absorbent ceiling materials at appropriate heights, using a linear layout for class groups, placing partitions between teaching areas, limiting the number of class groups sharing a space to three or fewer, and ensuring sufficient floor space per child. These modifications can significantly reduce noise transmission and improve speech intelligibility without completely eliminating the openness of the design.

Research also suggests that teacher training and classroom culture play crucial roles. An open-plan classroom managed by a teacher who understands acoustic management and establishes clear behavioral norms can function very differently from one where the physical space is simply thrown open without pedagogical adjustment. European case studies have shown that excellent acoustics and effective learning can coexist in open-plan spaces – but only when design, leadership, and teaching practice are all aligned.

The current state of the debate

The open-plan classroom conversation in 2025 is more nuanced than it was in the 1970s. Educators now have decades of research showing both the potential and the pitfalls. The resurgence of open-plan designs in the 2010s – particularly in Australia and New Zealand – has been followed by growing skepticism. New Zealand’s government has moved away from “modern learning environments” toward standardized designs that emphasize heating, lighting, and acoustics over spatial innovation.

The lesson is that classroom design is not neutral. The physical space where children learn shapes what they can hear, how they interact, how much privacy they have, and ultimately how well they develop academically. Open-plan classrooms offer real benefits for collaboration, flexibility, and resource sharing. But those benefits come at a cost – particularly for younger learners, those with attention challenges, and those who need quiet to concentrate. The best solutions will likely involve flexible, adaptable designs that allow spaces to shift between open and enclosed configurations as the learning task demands.
