Crowding is one of the most studied topics in environmental psychology, yet it remains deeply misunderstood. Most people think of crowding as simply too many people packed into too little space. But behavioural ecology – a framework rooted in the work of psychologist Roger Barker – tells us a much richer story. It shifts the focus from raw numbers to the dynamic relationship between individuals and the settings they occupy. Through the lens of behavioural ecology, crowding isn’t just about density; it’s about how environments are structured, how tasks are distributed, and how people fit (or don’t fit) within a given setting.

What is behavioural ecology in psychology?

Behavioural ecology, as applied in environmental psychology, is the study of how human behaviour is shaped by the ecological context in which it occurs. Unlike traditional approaches that emphasise personality traits or internal motivations, behavioural ecology looks outward – at the physical setting, the social structure, and the patterns of activity that unfold in a particular place and time.

This perspective grew largely from the pioneering work of Roger Barker, an American psychologist who spent decades observing behaviour in real-world settings. In the 1940s, Barker and his colleague Herbert Wright established the Midwest Psychological Field Station in the small town of Oskaloosa, Kansas. Their goal was deceptively simple: to study what people actually do in their everyday lives. Over more than 25 years of observation, Barker’s team gathered extensive empirical data on how children and adults behaved – not in laboratories, but in schools, churches, shops, and homes.

What they found was ground-breaking. The strongest predictor of a person’s behaviour was not their personality, not their mood, and not any individual trait. It was the behaviour setting – the specific location, timing, and activity pattern – in which the behaviour occurred. This finding challenged the dominant psychological thinking of the era, which placed individual differences at the centre of human behaviour.

Roger Barker and the concept of behaviour settings

A behaviour setting is a core concept in Barker’s ecological psychology. It refers to a bounded environment – both physical and temporal – where a particular pattern of activity regularly takes place. A classroom during a lecture, a supermarket checkout queue, a religious service, or a playground at recess are all examples of behaviour settings.

What makes behaviour settings unique is that they are not just about the physical space. They involve the interaction of three components: the physical environment (the space, its layout, its objects), the social environment (the people present and their roles), and the standing pattern of behaviour (the typical activities that occur). These three elements are interdependent. Change one, and the others shift too.

Barker’s insight was that behaviour settings have a regulatory power of their own. People entering a library naturally lower their voices. Individuals in a queue form orderly lines. The setting itself exerts pressure on the individuals within it to conform to its established patterns. As Barker argued, the environment is not merely a backdrop for behaviour – it is an active force that shapes what people do.

The Midwest Field Station research

Barker’s decades-long research programme in Oskaloosa (referred to as “Midwest, Kansas” in his publications) produced several key works, including Midwest and Its Children (1955) and Ecological Psychology (1968). These studies catalogued hundreds of behaviour settings across the entire town, from post offices to basketball games, documenting who participated, what they did, and how the settings functioned.

A crucial finding from this research was that behaviour settings remain remarkably stable even as the people within them change. A school classroom, for instance, functions in a consistent way whether this year’s students or last year’s students occupy it. This stability underscored Barker’s argument that the setting, not the individual, is the primary unit of analysis for understanding everyday behaviour.

How behavioural ecology explains crowding

Traditional models of crowding tend to focus on density – the number of people per unit of space. But behavioural ecology reframes crowding as something more nuanced. From this perspective, crowding occurs when there is a mismatch between the number of people in a behaviour setting and the number of roles, tasks, or opportunities that setting provides.

This idea is central to Barker’s staffing theory (originally called “manning theory”), which he developed alongside Paul Gump. In their landmark 1964 study, Big School, Small School, Barker and Gump examined how the size of high schools affected students’ participation and experience. They found that as school population increased, the number of behaviour settings (classrooms, clubs, teams, events) also increased – but not at the same rate. Larger schools had more students per setting, meaning each individual had fewer opportunities to take on meaningful roles.

Understaffing and overstaffing

Staffing theory identifies three states of a behaviour setting based on how many people occupy it relative to its capacity:

Understaffed settings have fewer people than are needed for all available roles and tasks. In these settings, individuals feel greater pressure to participate, take on more responsibilities, and engage more deeply. Barker and Gump found that students in small schools – where settings were frequently understaffed – participated in more activities, held more leadership positions, and reported richer experiences than their counterparts in large schools.

Adequately staffed settings have a good match between the number of people and the number of roles. This state, known as high synomorphy, represents an optimal fit. People can contribute meaningfully without feeling overwhelmed or underutilised.

Overstaffed (or overmanned) settings have more people than the setting needs. This is where crowding, in the ecological sense, comes in. When a setting is overstaffed, individuals have fewer roles to fill, less personal investment, and a diminished sense of being needed. Research has connected overstaffing with reduced participation, lower satisfaction, and increased feelings of anonymity and disengagement – all psychological experiences commonly associated with crowding.

This ecological framing is powerful because it shows that crowding is not just a matter of physical space. A room with 50 people might not feel crowded if there are enough meaningful activities and roles for everyone. Conversely, a room with 15 people might feel uncomfortably crowded if there is nothing for most of them to do.

The person-environment interaction

Behavioural ecology’s approach to crowding aligns with a broader principle in environmental psychology: the person-environment interaction. This idea, introduced by psychologist Kurt Lewin, is expressed in the famous equation B = f(P, E) – behaviour is a function of the person and the environment. Neither internal traits alone nor external circumstances alone can fully explain behaviour; it is the dynamic interplay between the two that matters.

In the context of crowding, this means that how a person experiences a dense environment depends on both individual factors (their personality, tolerance, cultural background, previous experiences) and environmental factors (the design of the space, the availability of tasks, the level of control they have). Behavioural ecology adds a layer of specificity to this by insisting that the behaviour setting itself – with its particular combination of physical features, social norms, and activity patterns – is the key unit for understanding this interaction.

For instance, two people may respond very differently to a crowded marketplace depending on whether they are shopping purposefully (and thus have a defined role) or wandering aimlessly (with no role at all). The setting’s demands and the individual’s fit within those demands together determine the psychological impact of crowding.

Crowding versus density: an important distinction

One of behavioural ecology’s most valuable contributions to crowding research is reinforcing the distinction between density and crowding. Density is an objective, physical measurement – the number of people per unit area. Crowding, on the other hand, is a subjective psychological experience – the feeling that there are too many people relative to the space or resources available.

Researcher Daniel Stokols was among the first to formally draw this distinction in the early 1970s. He proposed that crowding arises when spatial constraints interact with personal or social factors that amplify the sense of being overwhelmed. Behavioural ecology complements this view by adding the concept of setting capacity. A space may be high in density but low in perceived crowding if the setting provides enough structure, roles, and activities to absorb everyone present.

This distinction has real implications. In urban environments, for example, a dense neighbourhood with well-designed public spaces, accessible services, and diverse activities may feel less crowded than a sparsely populated area with limited amenities and nothing to do. The ecological approach suggests that addressing crowding is not simply about reducing density – it’s about expanding the behavioural repertoire of a setting.

Coping mechanisms from a behavioural ecology perspective

When people find themselves in overstaffed or crowded behaviour settings, they don’t simply suffer passively. Behavioural ecology highlights several ways individuals and communities adapt:

Role adjustment: In overstaffed settings, individuals may narrow their involvement – focusing on one specific role rather than participating broadly. In a large school, for instance, a student may specialise in one extracurricular activity rather than engaging in many.

Setting creation: People sometimes create entirely new behaviour settings to relieve overstaffing. A community group might split into smaller sub-groups, each with its own meeting space and schedule, to distribute people more evenly across settings.

Temporal adaptation: Individuals may alter their schedules to use crowded spaces during off-peak hours, effectively reducing the staffing level of the setting at the time they use it. This is a common coping strategy in urban environments – commuting at odd hours, for example, or visiting markets early in the morning.

Withdrawal: Some individuals cope by simply leaving the overstaffed setting. This can be physical withdrawal (leaving the space) or psychological withdrawal (mentally disengaging from what’s happening around them). While this can provide short-term relief, it may also lead to social isolation and reduced well-being over time.

Environmental modification: People sometimes alter the physical features of a setting to manage crowding. Using room dividers, rearranging furniture, or creating designated zones for different activities can help delineate personal space and increase the functional capacity of a setting.

Practical applications of behavioural ecology in design

The behavioural ecology perspective on crowding has significant implications for how we design physical spaces. Rather than simply building larger spaces to accommodate more people, the ecological approach suggests that we should focus on increasing the number and variety of behaviour settings within a given area.

In schools, for example, Barker and Gump’s research implies that smaller institutions – or at least institutions with a rich variety of activity settings – promote greater student engagement and satisfaction. In workplaces, ensuring that employees have access to diverse settings (quiet rooms, collaborative areas, break spaces) can reduce the subjective experience of crowding even in dense office environments.

Urban planners can apply these principles by designing neighbourhoods with multiple, distinct behaviour settings – parks, community centres, marketplaces, quiet zones – rather than uniform, undifferentiated spaces. The goal is to ensure that the ratio of people to meaningful activities remains balanced, reducing the conditions that give rise to psychological crowding.

This ecological approach to design moves beyond aesthetics or even comfort. It is grounded in decades of empirical research showing that how people fit within their environments – not just how much space they have – determines their psychological well-being.

The Indian context and behavioural ecology

India presents a particularly interesting case for applying behavioural ecology to crowding. With high population density in many urban centres, the experience of crowding is a daily reality for millions. Yet research conducted in India has shown that the relationship between density and psychological distress is not straightforward. Cultural norms around communal living, joint families, and shared spaces mean that many Indians have developed adaptive strategies for managing high-density environments that differ from those observed in Western populations.

From a behavioural ecology perspective, Indian urban environments often contain a rich tapestry of behaviour settings – street markets, religious gatherings, community festivals, neighbourhood tea stalls – that provide structure and roles for large numbers of people. This diversity of settings may help buffer the negative psychological effects of density by distributing people across many different activity patterns rather than concentrating them in a few undifferentiated spaces.

At the same time, rapid urbanisation and the growth of dense, poorly planned residential areas have created settings where the balance between population and available roles is strained. In these overstaffed settings, the negative consequences predicted by Barker’s model – reduced participation, increased withdrawal, heightened stress – are readily observable.

Why behavioural ecology matters for understanding crowding

Behavioural ecology offers something that many other approaches to crowding do not: a focus on the functional relationship between people and their environments. It doesn’t treat individuals as passive recipients of environmental pressure, nor does it reduce crowding to a simple headcount. Instead, it asks whether the environment provides enough structure, roles, and opportunities for the people within it.

This perspective encourages us to think about crowding not as an inevitable consequence of population growth, but as a design problem – one that can be addressed by creating more, better, and more varied behaviour settings. It reminds us that the experience of crowding is deeply shaped by the ecological context, and that interventions aimed at reducing crowding should focus on enriching environments rather than simply clearing them out.

Roger Barker’s work, though now decades old, remains remarkably relevant. In an increasingly urbanised world, where more people than ever live and work in high-density environments, the ecological perspective on crowding provides essential tools for understanding – and improving – the relationship between people and the spaces they inhabit.
