Environmental attitudes are more than just opinions about nature. They are learned psychological tendencies that shape how we evaluate, respond to, and interact with the natural world – either favorably or unfavorably. These attitudes sit at the intersection of personal values, social influences, and lived experience, and they play a direct role in how societies manage natural resources. What makes environmental attitudes particularly interesting is that they are not one-dimensional. They operate across multiple dimensions and are influenced by a wide range of social and demographic factors. Understanding this complexity is essential for anyone interested in sustainability, conservation, or environmental policy.

What are environmental attitudes?

At its core, an environmental attitude is a psychological tendency to evaluate the natural environment – and factors that affect its quality – with some degree of favorability or unfavorability. This widely accepted definition, proposed by environmental psychologist Taciano Milfont (2007), treats environmental attitudes not as isolated opinions but as deeply rooted evaluative tendencies. They are shaped by beliefs, emotions, and behavioral intentions, and they develop over time through education, socialization, and personal experience.

For a long time, researchers treated environmental attitudes as a single continuum – ranging from unconcerned at one end to highly concerned at the other. More recent scholarship has pushed back on this view, arguing that environmental attitudes are far more layered. Rather than being a simple “pro” or “anti” environment position, they comprise multiple dimensions that interact with each other in complex ways. This shift toward a multidimensional understanding has fundamentally changed how researchers measure, study, and apply environmental attitude research.

The three core dimensions of environmental attitudes

Environmental attitudes are best understood through three interconnected dimensions: environmental worldview, environmental concern, and environmental commitment. Each captures a different aspect of how individuals relate to the natural world, and together they form a comprehensive picture of a person’s environmental orientation.

Environmental worldview

An environmental worldview refers to the broad set of beliefs and values a person holds about humanity’s relationship with nature. It is the foundational lens through which people interpret environmental issues. Environmental ethics literature identifies several dominant worldviews: the anthropocentric worldview, which centers human needs and sees nature primarily as a resource for human use; the biocentric or ecocentric worldview, which holds that nature has intrinsic value independent of its utility to humans; and the stewardship worldview, which positions humans as caretakers of the natural world.

Someone with an anthropocentric worldview might support deforestation for economic development, while a person with an ecocentric orientation would oppose it based on the ecological and biodiversity value of the forest. These foundational beliefs shape everything else – from the specific environmental issues a person cares about to the actions they are willing to take.

The New Ecological Paradigm (NEP) Scale, originally developed by Dunlap and Van Liere in 1978 and revised in 2000, remains one of the most widely used tools for measuring ecological worldviews. Research has confirmed that an ecological worldview, as measured by the NEP, serves as the strongest predictor of broader environmental concern and also mediates the influence of socio-demographic factors on concern levels.

Environmental concern

Environmental concern captures the specific worries and emotional responses people have about environmental problems – things like air pollution, water contamination, deforestation, climate change, or nuclear hazards. While worldview is about broad beliefs, concern is about focused attention on particular issues.

Building on Schwartz’s norm-activation model, Stern, Dietz, and Kalof (1993) proposed that environmental concern consists of three correlated value orientations: a social-altruistic orientation, which reflects concern for the welfare of other people; a biospheric orientation, which reflects concern for all living things; and an egoistic or self-interest orientation, which reflects concern for how environmental problems personally affect the individual. Confirmatory factor analysis in large representative samples has consistently supported this three-dimensional structure of environmental concern.

What this means in practical terms is that two people can both be “concerned about the environment” for very different reasons. One person might worry about air pollution because it affects their child’s health (egoistic). Another might be concerned about ocean acidification because of its impact on marine biodiversity (biospheric). A third might focus on climate justice and its disproportionate effects on vulnerable populations (social-altruistic). All three are expressing environmental concern, but the underlying motivations differ significantly.

Environmental commitment

Environmental commitment is the action-oriented dimension. It reflects a person’s willingness to translate their beliefs and concerns into actual behavior – whether through lifestyle changes, political engagement, consumer choices, or direct activism. This is often considered the most consequential dimension because attitudes alone do not protect ecosystems; behaviors do.

However, commitment does not flow automatically from concern. A person may be deeply worried about climate change yet feel unable to act due to financial constraints, lack of infrastructure, or social pressure. This gap between environmental attitudes and actual behavior – often called the value-action gap – is one of the most widely discussed challenges in environmental psychology. The Theory of Planned Behavior (Ajzen, 1991) and the Value-Belief-Norm theory (Stern et al., 1999) both attempt to explain why this gap exists and how it can be narrowed.

Sub-dimensions of environmental commitment typically include a person’s general willingness to sacrifice for the environment and their engagement in specific pro-environmental actions such as recycling, energy conservation, or supporting green policies.

How environmental attitudes are measured

Given the multidimensional nature of environmental attitudes, measurement has been a persistent challenge. The Environmental Attitudes Inventory (EAI), developed by Milfont and Duckitt, is one of the most comprehensive tools available. It comprises 12 individual scales covering aspects such as enjoyment of nature, support for conservation policies, environmental activism, confidence in science and technology, perceptions of environmental fragility, personal conservation behavior, and views on human dominance over nature.

These 12 scales organize into two higher-order factors: preservation (attitudes favoring the protection of nature in its natural state) and utilization (attitudes supporting the use of nature for human purposes). Seven scales load onto the preservation factor, and five load onto utilization. These two broad dimensions have been shown to distinctly predict different outcomes – preservation attitudes predict pro-environmental behavior, while utilization attitudes predict economic liberalism.

Other commonly used instruments include the NEP Scale for measuring ecological worldview, and Thompson and Barton’s ecocentrism-anthropocentrism scales for distinguishing between different motivational bases for environmental concern. A multinational study across 14 countries using these instruments found that the value of universalism positively predicted pro-environmental attitudes, while the values of power and tradition negatively predicted them – a pattern consistent across cultures.

Social and demographic factors shaping environmental attitudes

Environmental attitudes do not form in a vacuum. They are shaped by a range of social structural variables – including age, gender, education, and occupation – that influence which dimension of environmental attitudes a person develops most strongly.

Age

Research consistently shows that age plays a nuanced role in shaping environmental attitudes. Studies among Norwegian youth found that older adolescents showed higher scores on positive attitudes toward the environment and conservation behavior compared to younger participants. At the same time, broader generational research suggests younger adults tend to express stronger environmental concern, having grown up in an era of heightened climate awareness. The relationship between age and actual pro-environmental behavior appears to be more complex – older adults sometimes report more consistent sustainable behaviors despite lower stated concern, possibly because their habits are more established.

Gender

Research on gender and environmental attitudes has consistently found that women tend to hold more favorable environmental attitudes than men. This finding has been explained through gender-socialization theory: women are generally socialized toward interdependence, cooperation, and empathy, which fosters greater concern for other living beings and the natural world. A recent study using World Values Survey data confirmed that women are more likely than men to express environmental concern. However, the same research revealed an important nuance: women’s higher concern does not automatically translate into greater activism. Caregiving responsibilities, time constraints, and structural barriers can prevent concerned women from engaging in environmental action – highlighting the concern-action gap from a gender perspective.

Education

Education is one of the strongest predictors of environmental attitudes. Cross-national research has consistently identified education as a significant factor associated with pro-environmental attitudes and behaviors. Higher levels of education – particularly in science and environmental fields – equip individuals with a deeper understanding of ecological systems, climate science, and sustainability principles. This knowledge base tends to shift worldviews toward more ecocentric positions and increase both concern and commitment. Environmental education programs have also been shown to influence the preservation dimension of attitudes more strongly than the utilization dimension.

Occupation

A person’s professional context also matters. Individuals working in fields directly connected to nature – such as agriculture, conservation, forestry, or environmental science – often develop different environmental orientations than those in industries with large environmental footprints. However, occupation is not destiny. Personal values, broader societal trends, and exposure to environmental education can override occupational influences. Someone working in the oil and gas sector may still hold strong pro-environmental attitudes if they have been exposed to sustainability education or are influenced by family and community values that prioritize conservation.

Environmental attitudes and sustainable resource management

The practical relevance of understanding environmental attitudes lies in their connection to sustainable resource management. People with strong preservation attitudes are more likely to support policies that regulate resource extraction, protect biodiversity, and reduce carbon emissions. Those with high environmental commitment are more likely to adopt sustainable practices in their daily lives – from water conservation and renewable energy use to supporting sustainable agriculture.

For policymakers and environmental organizations, recognizing the multidimensional nature of these attitudes is crucial. A campaign designed to increase environmental concern will not necessarily translate into behavior change unless it also addresses the barriers to environmental commitment. Similarly, an initiative that focuses only on changing worldviews may not resonate with individuals whose environmental attitudes are primarily driven by personal concern about health impacts or economic consequences.

Effective interventions need to target all three dimensions. Educational programs can shift worldviews by deepening understanding of ecological interdependence. Media campaigns and community engagement can heighten concern about specific environmental threats. And structural changes – such as making sustainable options more affordable and accessible – can strengthen commitment by closing the gap between intention and action.

The preservation-utilization framework

One particularly useful theoretical contribution to this field is the distinction between preservation and utilization orientations. Preservation attitudes prioritize keeping nature intact and protecting biodiversity from human exploitation. Utilization attitudes, by contrast, support the idea that nature exists to serve human needs and that modifying natural systems for economic benefit is justified.

Most individuals hold a mix of both orientations, and the balance between them is shaped by cultural context, economic circumstances, and personal experience. In industrialized nations with strong economic growth narratives, utilization attitudes tend to dominate. In communities with close ties to land and traditional ecological knowledge, preservation attitudes may be more prominent. Understanding where a population falls on this spectrum helps organizations and governments design more targeted and effective environmental interventions.

Why multidimensionality matters

Treating environmental attitudes as a single, simple measure – “pro-environment” versus “anti-environment” – misses the richness and complexity of how people actually relate to the natural world. Two individuals can score identically on a basic environmental concern index while differing dramatically in their worldviews and their willingness to act. One may be deeply committed to personal lifestyle changes but skeptical of government regulation. Another may strongly support environmental policies but resist making personal sacrifices.

By embracing the multidimensional model – encompassing worldview, concern, and commitment – researchers and practitioners gain a far more accurate and actionable understanding of environmental attitudes. This understanding enables more precise measurement, more effective communication strategies, and ultimately, more successful efforts to promote the kinds of attitudes and behaviors that lead to genuine environmental sustainability.
