What drives human behavior? On the surface, it seems like hunger, thirst, and pain explain most of what we do. But scratch beneath the surface and you’ll find an entire architecture of learned motivations – desires that weren’t there at birth but were built through experience. Neal E. Miller, the American psychologist who spent decades studying motivation and learning, gave us one of the clearest scientific windows into how these learned motivations form. His landmark experiments on secondary drives revealed something profound: much of what moves us to act is not biology – it’s history.

Primary vs. secondary drives: the foundation
To understand Miller’s experiments, you first need to grasp the distinction between primary and secondary drives. Primary drives – like hunger, thirst, sex, and pain – are inborn. They arise directly from physiological conditions and motivate the organism to reduce them. Secondary drives, on the other hand, are not innate. They are learned through repeated associations with primary drives. A previously neutral stimulus – a place, a person, a sound – can, through conditioning, acquire the power to motivate behavior all on its own.
Miller and Dollard summarized the basic learning process in four components: drive (you must want something), cue (you must notice something), response (you must do something), and reward (you must get something). This four-element framework formed the backbone of Miller’s entire research program. Secondary drives emerge when this cycle repeats enough times that the cue alone – without the original primary drive being active – can set behavior in motion.
Miller’s white compartment experiment
Miller’s most famous demonstration of secondary drive acquisition used a deceptively simple setup. Published in the Journal of Experimental Psychology in 1948, the study placed albino rats in a two-compartment box. One side was white, the other black. In the initial phase, rats placed in the white compartment received electric shocks and could escape by running through an open door into the black compartment.
After several trials, the rats had strongly associated the white compartment with pain – a primary drive. Then came the critical test. The electric shocks were turned off entirely, but the door between the compartments was closed. To escape, the rat now had to learn a new behavior: rotating a small wheel above the door. With no shock being delivered, what was motivating the rat to learn? The answer was fear – a secondary drive that had been acquired through the earlier conditioning. The rats gradually learned to rotate the wheel to escape the white compartment, driven entirely by conditioned fear rather than any ongoing physical pain.
The second phase: proving drive flexibility
Miller took the experiment further. Once the rats had learned to rotate the wheel, he changed the rules again: now only pressing a bar would open the door. Wheel-turning extinguished, and a new habit – bar pressing – was acquired. This second stage was critical because it confirmed that the acquired fear drive was functioning just like a primary drive. It was strong enough to motivate entirely new learning, and the reduction of that fear (escaping the white compartment) served as genuine reinforcement. Miller argued that because fear was a learned drive and could be modified through conditioning, it was also open to change – an insight with wide-ranging implications for therapy and behavior change.
The role of cues in secondary drive formation
A key insight from Miller’s work is how cues transform into motivators. In the experiment, the white compartment itself was the cue. Initially neutral, it gained motivational power through its association with pain. According to Miller and Dollard, drives aroused by previously neutral cues through learning are the very definition of secondary or learned drives. The cue is no longer just informational – it actively energizes behavior.
This mechanism also explains stimulus generalization, a related phenomenon Miller explored. If a rat has learned to fear a red-colored compartment, it may also show fear responses to an orange compartment, because of its similarity to the original cue. This principle scales directly to human experience. A person who grew up in an environment where authority figures were unpredictable may develop a secondary drive involving anxiety around supervisors, performance evaluations, or any cue that resembles those early contexts – even when no real threat is present.
Words and symbols as secondary drives
Miller and Dollard extended the concept of secondary drives beyond physical environments. They pointed out that words, gestures, and symbols can also acquire drive properties. When someone hears a phrase that was historically associated with humiliation, the words alone can activate the same emotional response that the original event produced. Language is therefore not just a communication tool – in Miller’s framework, it is a system of learned cues that can generate and sustain secondary drives in their own right.
From rats to humans: what secondary drives explain
The relevance of Miller’s experiments extends far beyond the laboratory. Secondary drives such as the desire for social approval, fear of failure, and the need for affection are all built through the same basic process the rats demonstrated: repeated pairing of neutral cues with primary drive states, followed by reinforcement of responses that reduce the resulting tension. Over time, these learned drives can become powerful enough to operate independently of the original primary drives that gave rise to them.
Consider the desire for money. There is nothing biologically primary about currency. But because money has been consistently paired with the acquisition of food, safety, comfort, and social status – all things that reduce primary drives – it develops its own motivational force. People will work, sacrifice, and take risks to acquire it, driven by a secondary drive that is entirely a product of learning.
Secondary drives, conflict, and neurosis
Miller’s work also provided a behavioral account of psychological conflict. When a secondary drive like fear becomes attached to a cue that is also associated with reward, the organism faces competing motivations: approach and avoidance. Dollard and Miller argued that much of what Freud described as neurotic conflict can be understood in precisely these terms – a learned drive generating avoidance that prevents the organism from reaching a goal that simultaneously attracts it. The secondary drive does not disappear; it simply keeps the person hovering, unable to move forward or fully retreat.
Attachment research offers another illustration. Infants who experience consistent, responsive caregiving develop secondary drives oriented toward closeness and security. The caregiver’s presence becomes a learned cue for drive reduction. Where caregiving is inconsistent, the secondary drive that develops may be anxiety rather than security – conditioning the child to respond to closeness with ambivalence rather than comfort.
Extinction and the modifiability of secondary drives
One of the most therapeutically significant aspects of Miller’s findings is that secondary drives, precisely because they are learned, can also be unlearned. If a secondary drive is not followed by reinforcement, it will gradually weaken and extinguish. Counter-conditioning – pairing the original cue with a strong, contrary response – can also override an established secondary drive. This is the theoretical basis for many behavioral and cognitive-behavioral interventions, from systematic desensitization of phobias to the restructuring of maladaptive habits in therapy.
Miller and Dollard viewed psychotherapy itself as a new learning environment – one where the patient can acquire different responses to existing cues, reducing the power of secondary drives that are causing distress. The therapist’s approval functions as a secondary reinforcer, strengthening adaptive behaviors and building new response hierarchies to replace the dysfunctional ones. This insight was decades ahead of its time and directly anticipated the logic of modern evidence-based therapies.
The lasting significance of Miller’s experiments
Neal Miller’s secondary drive experiments demonstrated something that no amount of armchair theorizing could establish: that a completely neutral stimulus can, through conditioning, become a genuine motivational force, capable of driving new learning entirely on its own. Miller showed that fear can be a learned response and operate as a reinforcing agent – a finding that connected behavioral science directly to the study of anxiety, personality, and psychopathology. His meticulous experimental method, combined with Dollard’s broader social and psychoanalytic framework, produced a theory that remains a foundational reference point in personality psychology.
What makes the work enduringly useful is not just the rat experiments themselves, but the general principle they confirm: that experience literally shapes motivation. The drives you act on today are not simply the ones you were born with. Many of them are the accumulated residue of cues, reinforcements, and associations built up across a lifetime of learning.
