What is the mind? Is it simply what the brain does, or is it something more – or perhaps something else entirely? This question has occupied philosophers and scientists for centuries, and it sits at the very heart of neuropsychology. The mind-brain relationship is one of the most debated problems in all of science and philosophy. Today, several major theories compete to explain how our thoughts, feelings, and conscious experiences connect to physical brain activity. Each one tells a different story – and understanding them changes how we think about identity, consciousness, and what it means to be human.

The hard problem: why does the mind-brain relationship matter?
Every time you feel anxious before a presentation, or experience the warmth of sunlight on your skin, something is happening in your brain – neurons are firing, chemicals are being released, electrical signals are traveling across neural circuits. But why does any of that physical activity give rise to a subjective experience? Why isn’t it all just processing in the dark, with no inner “feel” to it? This is what philosopher David Chalmers famously called the hard problem of consciousness. The theories below each attempt – in radically different ways – to answer it.
Behaviorism: the mind is what we do
Behaviorism emerged in the early 20th century as a direct challenge to the idea that psychology should study inner mental life at all. John B. Watson coined the term “behaviorism” in 1913, arguing that psychology should function as a purely objective experimental science – one that studies observable behavior, not invisible mental states. In his view, terms like “consciousness,” “mind,” and “mental imagery” had no place in a scientific account of human beings.
Later, B.F. Skinner extended this framework through radical behaviorism. While he acknowledged that internal events like thoughts and emotions exist, he insisted they must be explained through environmental influences and behavioral laws – specifically, his theory of operant conditioning, which holds that behavior is shaped and maintained by its consequences, such as rewards and punishments.
From a mind-brain perspective, behaviorism effectively sidesteps the question. If all that matters is the observable input-output relationship between stimuli and responses, then what happens “inside” – whether in the brain or the mind – is irrelevant to scientific psychology. This was a bold claim, and it gave psychology a rigorous experimental footing. But it left a significant gap: it could not meaningfully explain thought, language, creativity, or conscious experience. By the 1970s, the cognitive revolution had largely displaced behaviorism as the dominant paradigm, though its influence endures in behavioral therapies and applied behavior analysis.
Identity theory: the mind is the brain
Where behaviorism avoided the brain, identity theory went straight to it. Also known as mind-brain identity theory or type physicalism, this position holds that mental states are identical to brain states – not just correlated with them, but literally the same thing described in two different ways. The Stanford Encyclopedia of Philosophy describes the core claim this way: mental states don’t merely come from brain states or correlate with them – they are brain states, in the same way that the “morning star” and the “evening star” are both just the planet Venus, understood from different vantage points.
Philosophers like U.T. Place, J.J.C. Smart, and Herbert Feigl developed this view in the 1950s and 1960s. According to type physicalism, mental events can be grouped into types and correlated with types of physical events in the brain – for instance, the experience of pain would correspond to a specific pattern of neural activity, such as C-fiber firing.
The great strength of identity theory is its parsimony: it offers a clean, materialist account of the mind without needing to invoke anything non-physical. But it runs into a significant challenge called multiple realizability. If pain is identical to a particular brain state, then any organism with a different brain structure – say, an octopus or a hypothetical silicon-based robot – could never experience pain, even if it behaves exactly as if it does. Critics argued this made identity theory too narrow, since the same mental state seems capable of being realized in very different physical systems.
Functionalism: the mind is what the brain does
Functionalism was developed largely in response to the limitations of both behaviorism and identity theory. Associated with philosopher Hilary Putnam and later developed by Jerry Fodor and others, it proposes that mental states are defined not by what they are made of, but by what they do. According to the Internet Encyclopedia of Philosophy, mental states are identified by the functions they perform – how they respond to inputs, produce outputs, and interact with other mental states.
A useful way to understand this: what makes something a mousetrap isn’t the specific material it’s made of – wood, plastic, adhesive – but its capacity to catch mice. Similarly, functionalists argue that what makes something a pain state isn’t the particular neurons involved, but the functional role it plays – causing withdrawal behavior, generating distress, motivating avoidance. This means mental states are multiply realizable: they could, in principle, exist in biological brains, alien nervous systems, or even sufficiently sophisticated machines.
This is why functionalism became so influential in cognitive science and artificial intelligence research. If what matters is the functional organization, not the physical substrate, then building artificial minds becomes at least theoretically possible. Critics, however, have pushed back: can functional equivalence truly account for the rich, subjective quality of conscious experience – the “what it’s like” to feel something? The Chinese Room argument by philosopher John Searle, for instance, challenges whether functional input-output relationships alone can generate genuine understanding or meaning.
Eliminative materialism: there is no mind to explain
Perhaps the most radical position in this debate is eliminative materialism. Rather than trying to map mental concepts onto brain states, eliminativists argue that our everyday mental vocabulary – beliefs, desires, emotions, pain – is part of an outdated pre-scientific framework they call folk psychology. And just as science once eliminated talk of “vital spirits” and “phlogiston,” our mental vocabulary will eventually be replaced by a mature neuroscience.
The leading proponents of this view are philosophers Paul and Patricia Churchland, who argue that folk psychology – the intuitive way ordinary people explain behavior using concepts like “I believe,” “I want,” or “I feel” – fails as a scientific theory. It has poor explanatory power, makes imprecise predictions, and will ultimately prove incompatible with what neuroscience reveals about the brain.
Eliminative materialism goes further than identity theory or functionalism: it doesn’t try to define what “belief” or “pain” really are at the neural level – it claims these categories don’t correspond to anything specific in the brain at all, and should be discarded. What we call “emotions” are, on this view, simply patterns of neural activity that will eventually be described entirely in the language of neuroscience, without any reference to folk psychological terms.
This position is philosophically powerful but deeply counterintuitive. Most people feel quite certain that they have beliefs and experiences. Critics argue that eliminativism defeats itself – to claim that folk psychology is false is itself to express a belief, which is precisely the kind of mental state eliminativists want to eliminate. Nonetheless, the Churchlands’ challenge forces a serious reckoning with how much of our self-understanding is genuinely scientific versus culturally inherited assumption.
Comparing the theories: what’s at stake?
Each of these theories carries significant implications beyond academic philosophy. The table below summarizes their core commitments:
- Behaviorism – Mental states are either irrelevant or reducible to observable behavior; the brain’s inner workings are not the proper subject of psychology.
- Identity theory – Mental states are identical to specific brain states; the mind is fully physical, but the mapping is type-specific.
- Functionalism – Mental states are defined by their causal roles; they can be realized in multiple physical systems, including non-biological ones.
- Eliminative materialism – Folk psychological concepts like “belief” and “desire” are scientifically empty; a mature neuroscience will replace them entirely.
The stakes are real. If functionalism is correct, then artificial consciousness becomes genuinely plausible – and with it, urgent questions about moral status, rights, and the nature of personhood. If identity theory is right, then mental health treatment is ultimately a matter of precise neurological intervention. If eliminativism prevails, our entire framework for understanding motivation, responsibility, and experience must be rebuilt from scratch.
Where does current neuroscience stand?
Modern brain imaging technologies allow researchers to observe neural activity in real time, and techniques like optogenetics now enable precise manipulation of specific neural circuits. What these tools have revealed is complexity that no single theory fully anticipated. Conscious experience appears to emerge from distributed, integrated networks across the brain rather than from any single region or simple one-to-one correspondence between mental states and neural events. Many contemporary researchers take a pluralistic approach – using functionalist concepts to understand cognitive processes, while remaining open to the eliminativist critique of folk psychology, and drawing on identity theory where localized neural correlates are found.
The mind-brain relationship also reaches into law, medicine, and ethics. If behavior is entirely determined by brain states, how do we think about free will and moral responsibility? These are not just philosophical puzzles; they are questions being actively wrestled with in courtrooms, hospitals, and policy debates right now.
