Think about the last time you stayed late to finish a project because your boss praised your previous effort – or avoided a shortcut after it once cost you dearly. You weren’t reacting to a reflex. You made a choice based on what happened before. That, in essence, is what B.F. Skinner spent his career studying. His framework of operant conditioning offers one of the most practical and widely applied explanations of how voluntary behavior is learned, maintained, and changed through consequences. But to fully understand operant conditioning, you first need to understand the type of behavior it actually explains – operant behavior.

Two types of behavior: Skinner’s starting point
In his landmark 1938 work The Behavior of Organisms, Skinner drew a clear line between two categories of behavior. The first is respondent behavior – automatic, involuntary responses triggered by a known stimulus. When you blink because something flies near your eye, or salivate when you smell food, that’s respondent behavior. It’s the same class of behavior Ivan Pavlov studied in his famous experiments with dogs. You don’t choose to do it; it simply happens in response to a stimulus.
The second category is operant behavior – and this is where Skinner’s real interest lay. Operant behaviors are voluntary and controlled by their consequences, not reflexively triggered by a prior stimulus. You choose to study for an exam, raise your hand in class, or stay quiet during a meeting – none of these are reflexes. They are actions you emit based on what you expect to happen as a result.
Elicited vs. emitted: the core distinction
Skinner used very specific language to separate these two categories. Respondent behaviors are elicited – drawn out by a stimulus. Operant behaviors are emitted – produced by the organism itself, without necessarily being triggered by any identifiable prior stimulus. In Skinner’s own framework, operant behavior is “simply emitted by an organism in response to a stimulus that is unknown to the observer.” The origin of the behavior is less important to Skinner; what matters is what follows it.
Operant behaviors are emitted by the organism – like a child choosing to study or talk back – while respondent behaviors are elicited by stimuli, such as a dog salivating at the sight of food. This distinction is fundamental, because it determines which type of conditioning applies: classical conditioning shapes respondent behavior, while operant conditioning shapes operant behavior.
What is operant behavior, exactly?
Operant behavior is any voluntary action that operates on the environment to produce a consequence – and is then influenced by that consequence. These are behaviors you choose to do based on previous consequences; you behave in a certain way to get an expected result. The key word here is “voluntary.” You can start or stop operant behaviors. You can modify them. They are not hardwired responses – they are learned patterns shaped by experience.
Consider these everyday examples of operant behavior: a student who completes homework because it previously earned praise, an employee who arrives on time because punctuality has been rewarded with recognition, or a child who stops throwing tantrums because they no longer result in getting attention. In every case, the person is emitting behavior – choosing to act – based on the history of consequences that followed similar actions in the past.
Operant behavior affects the environment to produce consequences and is in turn influenced by those consequences. It is referred to as voluntary behavior and typically involves skeletal muscles – the muscles used for purposeful movement, as opposed to the smooth muscles and glands involved in reflexive responses.
The foundation: Thorndike’s law of effect
Skinner didn’t develop his ideas in a vacuum. His work built directly on the earlier research of Edward Thorndike, whose Law of Effect (1905) proposed that behaviors followed by satisfying outcomes tend to be repeated, while those followed by unpleasant outcomes tend to diminish. Thorndike demonstrated this through his puzzle box experiments, where hungry cats learned to press levers and pull strings to escape a box and reach food. With each successful escape, the behavior was performed faster and more reliably.
Skinner took this foundational idea and refined it significantly. He replaced Thorndike’s subjective language – “satisfying” and “discomforting” – with more precise, observable terms: reinforcement (consequences that strengthen behavior) and punishment (consequences that weaken behavior). This shift made it possible to study behavior scientifically, without relying on assumptions about internal mental states.
Operant conditioning: shaping behavior through consequences
Skinner coined the term “operant conditioning” in 1937 in the context of reflex physiology, specifically to differentiate behavior that affects the environment from the reflex-related subject matter studied by Pavlovians. The theory is straightforward in its core claim: behavior that is rewarded is likely to be repeated, while behavior that is punished tends to happen less.
This process was studied systematically through Skinner’s invention of the operant conditioning chamber, more commonly known as the Skinner Box. Skinner placed rats and pigeons in carefully controlled environments where they were isolated and exposed to specific stimuli. A rat pressing a lever received a food pellet; a pigeon pecking a disc received a food reward. Over time, these animals learned to repeat the behaviors that produced food – demonstrating operant conditioning in action.
The Skinner Box was deliberately designed as a “free operant” procedure, meaning the animal could decide when to make the desired response and was not required to respond at a pre-established time. This was important – the animal’s behavior was genuinely voluntary, emitted on its own terms, and then shaped by the consequences that followed.
How consequences shape operant behavior
Skinner identified three types of consequences – or operants – that follow a behavior and determine how likely it is to recur.
Reinforcement
Reinforcement increases the likelihood that a behavior will be repeated. Reinforcers can be positive (adding a desirable stimulus) or negative (removing an unpleasant one), and both work to strengthen behavior. A student who receives praise for a well-written essay (positive reinforcement) is more likely to put effort into future essays. An employee who finds that finishing a task early removes the stress of a looming deadline (negative reinforcement) is more likely to work ahead in the future.
Punishment
Punishment decreases the likelihood of a behavior repeating. Like reinforcement, it can be positive (adding something unpleasant) or negative (removing something desirable). A child who loses screen time for misbehaving receives a form of negative punishment – the removal of something rewarding. A worker who gets a formal warning for arriving late faces positive punishment – the addition of an unpleasant consequence. In both cases, the target behavior is expected to decline.
Neutral operants
A third category – neutral operants – involves consequences that neither increase nor decrease a behavior. These have no meaningful effect on the future likelihood of the response and are generally less studied but worth recognizing in the overall framework.
Why Skinner focused on observable behavior
Skinner believed classical conditioning was too simplistic to explain something as complex as human behavior, and that operant conditioning better described human conduct because it examined causes and effects of intentional behavior. He was committed to radical behaviorism – the view that psychology should focus entirely on observable, measurable actions and their environmental consequences, rather than internal mental processes like thoughts or feelings.
This was a deliberate methodological choice. Skinner focused solely on observable actions, disregarding internal mental processes, asserting that behavior is entirely shaped by the environment. Critics have challenged this position – most notably the linguist Noam Chomsky, who argued that operant conditioning cannot account for the complexity of human language – but Skinner’s framework remains foundational in behavioral psychology, education, therapy, and organizational management.
Operant conditioning in everyday life
The principles of operant behavior and operant conditioning are not limited to laboratories. They operate continuously in schools, workplaces, parenting, and even self-regulation. Skinner’s work contributed to the broader behavioral theory of personality, suggesting that individuals learn to respond in specific ways based on their history of interactions and learned experiences.
In education, teachers use praise, grades, and privileges as reinforcers to encourage desired academic behaviors. In the workplace, performance-based bonus systems represent a direct application of operant conditioning, with well-designed incentive programs shown to increase individual performance significantly. In parenting, consistent consequences – whether rewards or the withdrawal of privileges – shape children’s behavior through exactly the mechanism Skinner described.
Even habits like regular exercise, consistent sleep schedules, or healthy eating can be understood through an operant lens. When a behavior produces a rewarding consequence – feeling energized after a workout, for instance – the brain encodes that outcome, making the behavior more likely to be repeated. When a behavior produces an aversive result, it tends to fade.
The significance of Skinner’s contribution
What makes Skinner’s concept of operant behavior so enduring is its explanatory power across contexts. By distinguishing operant from respondent behavior, Skinner gave psychology a cleaner framework for understanding choice-based learning – the kind that makes up the vast majority of human daily conduct. His insistence on measurable, observable outcomes pushed the discipline toward greater scientific rigor.
Humans appear to learn many simple behaviors through operant conditioning: responses are retained when they lead to a successful outcome and discarded when they do not, or when they produce aversive effects – and this usually happens without being planned by any “teacher.” This insight is as relevant today as it was when Skinner first articulated it in 1938, underpinning everything from behavioral therapy and classroom management to app design and public policy.
